During this period, the city notified residents that they must opt-in to the recycling program. According to Cleveland Scene, roughly 70,000 households now actively participate. Further, the percentage of non-recyclable materials entering the processing has improved, as only 15% of the items are contaminated—a substantial reduction from the approximately 60% that existed under the previous program.
